BOARD OF JUVENILE JUSTICE

The Department of Juvenile Justice Board consists of fifteen members, each appointed by the Governor. The Board of Juvenile Justice (pursuant to Title 49-4A-2, Official Code of Georgia) establishes the general
policy to be followed by the Department of Juvenile Justice.The objective of the Board is to provide leadership in developing programs to successfully rehabilitate juvenile delinquents and unruly children committed to the states custody and to provide guidance to the Commissioner.
The Board is a combination of professionals, attorneys, law enforcement, public servants and others interested in improving the juvenile justice system in Georgia.
REPRESENTATION
The board consists of at least one member but not more than two members from each congressional district in the state, appointed by the Governor and confirmed by the Senate. Following the initial staggering of board terms, each succeeding appointment is for five years.
A three member non-voting judicial advisory council is appointed by the Governor and consists of three juvenile court judges providing the board with a judicial perspective on board issues.
BOARD OF EDUCATION
By law, the Department of Juvenile Justice is designated a special school district. Therefore, Board members also serve as school board members. The objective of the Board is to meet the requirements of the law for public schools and rules and regulations of the State Board of Education.
The Board must establish educational services and programs in the special school district so that all youth are served the same quality and content of education within the state.
MEETINGS
The Board meets the 4th Thursday of each month unless otherwise noted. All meetings are open to the public and their locations are posted on the Departments website. Meetings are usually held at DJJs Central Office and begin at 10 a.m. unlesss otherwise noted.

Avery D. Niles from Clermont (Congressional District 9)
Niles is the warden of the Hall County Correctional Institution. He previously served as commander of the Hall County Detention Center and is a 23-year veteran of the Hall County Sheriff`s Department.
He is the third vice president of the Georgia Prison and Warden`s Association and a trustee of the Gainesville College Foundation Board. He is a member of the North Georgia Investigator`s Association,
the National Sheriff`s Association, the Georgia Sheriff`s Association, the Georgia Association of Chiefs of Police and the Peace Officers Association of Georgia. Niles is a graduate of Leadership Hall
County, the Georgia Police Academy, the FBI National Academy and is currently pursuing a bachelor`s degree in mortuary science. He serves as a deacon at Antioch Baptist Church. He and his wife, Charlene,
have one daughter and reside in Clermont.

Daniel Augustus Menefee from Midland (At-Large)
currently serves on the boards of the Boy Scouts of America, the Boys and Girls Club of Columbus and is Chairman of Operation Drug Free Georgia. He owns and operates The Menefee Insurance Group.
Mr. Menefee received his undergraduate degree from Bliss College, is married to Latrina and has four children.

Sandra Heath Taylor from Lagrange (Congressional District 3)
is currently a solo practitioner specializing in general law. In her practice, she has represented corporate clients in products liability matters. She also represented the Georgia Department
of Family and Children Services as Special Assistant Attorney General and represented indigent criminal clients in Troup County Courts on County appointed contract and general litigation.
Taylor previously served as Partner in the law firm of Daniel, Hadden & Meadors, P.C. Taylor holds an undergraduate degree from Emory University and a Juris Doctorate from Mercer University,
Walter F. George School of Law. She is active in various political and civic organizations.

Elizabeth Green Lindsey from Atlanta (Congressional District 5)
is currently a shareholder in the law firm of Davis, Matthews & Quigley, P.C., practicing exclusively in the area of family law. She is a Fellow in the American Academy of Matrimonial Lawyers
and has served as the Chairperson of the Family Law Section of the State Bar of Georgia. Lindsey is a Master in the Charles Longstreet Weltner Family Law Inn of Court and frequently lectures
on behalf of the Family Law Section. She is also a Fellow in the American College of Trial Lawyers. She received her undergraduate degree and Juris Doctorate from the University of North Carolina
at Chapel Hill. Lindsey and her husband, Edward, have three children.

Michael Lee Baugh from Thomasville (Congressional District 2)
is a sales representative and internet manager for Roy Campbell Chevrolet. He served in the United States Air Force as a law enforcement specialist. He is also active in the Cub Scouts and Boy Scouts of America.
Baugh received his undergraduate degree from Columbus State University. He and his wife Michele, have two children.

Dexter Rowland from Stone Mountain (Congressional District 4)
is a pastor of the New Piney Grove Missionary Baptist Church in Decatur. He is a member of the board of directors of the South DeKalb YMCA and the board of visitors of the Grady Health System.
He earned a bachelors degree from the Georgia Institute of Technology and Masters degrees from Mercer University and Emory University. Rowland and his wife, Sonya, have three children.

Bruce Garraway from Grayson (Congressional District 7)
is a coordinator with testing services at Georgia Gwinnett College. He is a former high school history teacher, and was inducted into the Who`s Who among America`s Teachers and The National Honor
Roll of Outstanding American Teachers. He was an elected member of the Snellville city council and served as vice mayor. He earned a Bachelor’s degree from Oklahoma Baptist and a Master`s degree
from Crown College. He is a graduate of the Coverdell Leadership Institute and the Leadership Institute for Municipal Elected Officials. He has also been given a certificate of achievement by
the Harold F. Holtz Municipal Training Institute. Garraway and his wife, Rebekah, have two children.

Larry Barnes from Douglasville (Congressional District 13)
retired as an administrator in the Douglas County school system. He also taught in the Fulton County school system. He is a member of the Douglas County Board of Education, the Georgia Retired Teachers
Association and the Leadership Douglas Board of Directors. Barnes earned a bachelors degree from Berry College and a masters degree from the State University of West Georgia. He and his
wife, Tracey, have two grown children and two grandchildren.

Perry J. McGuire from Douglasville (At-Large)
is an attorney and counsel at Smith, Gambrell & Russell LLP. He is a member of the American Bar Association, the State Bar of Georgia, and the Southeast Franchise Forum. He serves on the advisory board
of the Winship Cancer Institute of Emory Hospital and the Board of the Georgia Restaurant Association. He is also the founding board chairman of the Franchise and Distribution Section of the State Bar
of Georgia and serves as chairman of the Douglas County Fellowship of Christian Athletes. In addition, McGuire serves on the State Committee of the Georgia Republican Party. He earned a bachelors degree
from Valdosta State University and a law degree from Georgia State University. He and his wife, Lauren, have four children.

is the Chief of Police for the City of Rome Police Department. She is a graduate of the FBI National Academy, Georgia Law Enforcement Command College and Leadership Rome. She is the founder and past president
of Georgia Association of Terminal Agency Coordinators. She serves on the Open Door Home Board of Trustees, Georgia Public Safety Training Center-Dalton Academy Advisory Board, the GBI-Georgia Crime Information
Center Advisory Board and serves as the Georgia representative and Vice Chair to the FBI Criminal Justice Information Services Southern Working Group. Snow earned a bachelor’s degree from Jacksonville State
University and a masters degree from Columbus State University. She and her husband, Tommy, have two grown children and four grandchildren.

Willie C. Bolton - Mr. Bolton has been the warden and director of the Athens-Clarke County Department of Corrections for the past 18 years. He has been with the Athens-Clarke County Government for 39 years.
He serves on the Athens Regional Medical Center Hospital Authority, Georgia Public Safety Training Center Advisory Board and the Boys Scouts of America Northeast Georgia Council. He is a member of the Georgia
Association of Chiefs of Police, the National Association of Chiefs of Police, the Georgia Prison Wardens Association and the Georgia Peace Officers Association. Bolton earned a bachelor’s degree from Brenau
University and a master’s degree from Clark Atlanta University. He and his wife have two children and two grandchildren. They reside in Athens.

Franklin D. Rozier, Jr. (Congressional District 1)
Mr. Rozier is the State Court judge in Pierce County and also maintains a private law practice in Blackshear. He has been an attorney for 35 years. He served as a judge advocate in
the U.S. Army Reserve and retired as a lieutenant colonel. Rozier earned a bachelor’s degree in History from Mercer University and a law degree from the John Marshall School of Law in Atlanta. He resides
in Blackshear.

The Honorable Quintress Gilbert is a Juvenile Court Judge in Bibb County and received her law degree from Washburn University School of Law in Topeka, Kansas. She has served in various
judicial roles including Assistant U.S. Attorney with the Department of Justice for the Middle District of Georgia. Judge Gilbert is a member of many committees, bar, and professional associations and was
elected district representative to the Georgia Council of Juvenile Court Judges while serving as a full time juvenile court judge for the Macon Judicial Circuit and assistant professor at Georgia Military College.

The Honorable Steven C. Teske is a judge of the Juvenile Court of Clayton County, where he has served since 1999. Teske earned a bachelors degree, masters degree and law degree
from Georgia State University. He has served as deputy director of field services of the Georgia State Board of Pardons and Paroles. He was a partner in the law firm of Boswell Teske, where he served as Special
Assistant Attorney General. He is on the executive board of the Georgia Council of Juvenile Court Judges as vice president and on the Georgia Children and Youth Coordinating Council as vice chairman. He serves
the community in numerous other capacities including serving on the board of trustees of the Securus House for Battered Women. He and his wife, Deborah, have three children.
